Prohibition of Waiting Order

THIS IS A COPY OF A LETTER SENT TO PARENTS ON 31 JANUARY 2020 TO ADVISE OF THE ENFORCEMENT OF THE YELLOW ZIG-ZAG MARKINGS OUTSIDE OF SCHOOL. THIS IS AS REFERENCE TO OUR LETTER DATED 9TH OCTOBER REGARDING PARKING INCIDENTS.

Dear Parents/Carers

Protection of School Entrances – Prohibition of Waiting Order

 Due to the problem of parked vehicles outside schools and the potential impact upon pedestrian safety, North Somerset Council have recently passed an order under the Road Traffic Regulations Act 1984 and the Traffic Management Act 2004 which essentially makes the school keep clear markings (yellow zig-zags) outside of our school legally enforceable.

The order prohibits any vehicle to stop and wait between the hours of 8.00am and 4.00pm on Monday to Friday (inclusive) during school term time on the keep clear markings in Ellesmere Road and Old Church Road.

There are a few exemptions in the order that permit any vehicle to stop and wait for so long as may be necessary to enable:

  • a person to board or alight from a school bus
  • goods to be loaded or unloaded
  • post office services to deliver and/or collect mail
  • maintenance of the road
  • supply of gas, water, electricity or telecommunications
  • emergency services or a doctor to respond to an emergency call
  • a security company armoured vehicle to deliver/collect money

Prior to this order, the school keep clear markings were only advisory in nature, relying on drivers to appreciate the need to keep the markings clear of parked vehicles.  Making the markings legally enforceable enables the police to take positive action if parking or waiting does occur.

In the interest of pedestrian safety, and particularly for the safety of our children walking to and from school, I would urge all parents/carers to observe these keep clear markings.

Following a meeting with the police this week to discuss recent parking issues, I have been asked to request parents/carers do not take photographs of illegally parked vehicles or challenge drivers themselves.  I would also request that vehicle details or photographs are not posted on social media sites.  The school is actively working with the police and North Somerset Council over parking issues and it is likely that both the police and council parking enforcement officers will be regularly patrolling outside the school.

In the interest of the safety of all our pupils, I would ask that every parent/carer respects the keep clear markings at all times and gives consideration to our neighbours and other road users when dropping off and/or collecting your child.
